State Medicaid officials are rightly concerned about millions of dollars misspent annually by using emergency rooms as primary care facilities. Often, users lack health care coverage and feel they have nowhere else to go. Some abuse the system to get prescription narcotics.

The strict numbers-based guidelines that dictate school improvement efforts like No Child Left Behind often underestimate the complexity of our public education classrooms. And thus, such reform proposals are eventually criticized for their lack of local understanding or blasted for the unintended burdens they leave on districts.

They were dressed in official uniforms and tweeted, although their tweets had nothing to do with Twitter. They had whistles blown every time someone wandered onto the grass in the parks of Paris. We called them the "grass police" and were astonished the citizens appeared so compliant in giving up their freedom to enjoy walking on grass on a warm day. The lawns were well established, not newly planted. It was apparent those traversing the concrete walkways accepted the constraints placed on them by the state representatives.
